Everyone has the right to feel safe and comfortable in their home and neighbourhood.

Anti-social behaviour, or ASB, is behaviour that causes ongoing nuisance, alarm or distress to other people.

If you are experiencing or have witnessed ASB., please tell us. We will listen to you, look at what has happened and explain how we can help.

If you or someone else is in immediate danger, or a crime is happening, call the police on 999. For any other non-emergencies, please always call 101 instead.

All About Anti-Social Behaviour

What Is Anti-Social Behaviour?

Anti-social behaviour is behaviour that causes alarm, distress or nuisance to other people, including:

  • Ongoing or very loud noise, such as very loud music or repeated shouting.
  • Behaviour that is aggressive, threatening or intimidating.
  • Harassment, including unwanted or repeated contact that makes someone feel unsafe.
  • Criminal or violent behaviour.
  • Serious incidents such as domestic abuse or hate crime. These are criminal offences and should be reported to the police immediately.

What Is Not Anti-Social Behaviour?

Some everyday problems can be upsetting or frustrating but are not usually classed as ASB.

This can include:

  • Everyday noise such as footsteps, talking or doors closing.
  • Babies crying or children playing.
  • Low-level music.
  • Cooking smells.
  • DIY during reasonable daytime hours.
  • A one-off party or BBQ.
  • Cats making a mess in gardens.
  • General parking problems or disagreements about non-designated spaces.
  • If you’re not sure whether something is ASB, please contact us anyway. We can listen to what has happened and tell you whether we can help.

Before You Report A Problem

Sometimes, a problem can be sorted out by having a calm conversation with your neighbour. Only do this if you feel safe and comfortable.

We would never expect you to approach someone if you feel unsafe. If you cannot speak to them, or the problem continues, please report it to us.

Keeping Your Information Safe

We understand that reporting ASB can feel difficult. We will handle the information you give us sensitively and only share information when it is necessary and appropriate to do so.

We do need your contact details when you make a report. This is because we may need to speak to you to understand what has happened and keep you updated.

If your unhappy with the outcome, you may be able to ask your local authority for an ASB Case Review, previously called a Community Trigger.

What Happens After I Report?

After an ASB complaint has been lodged the following process happens.

Step 1

We Assess Your Report

We will look at the information you have given us and decide how we can help.

We aim to contact you within:

  • 3 working days for more serious tenancy enforcement cases, such as threats, hate incidents, criminal behaviour or violence.
  • 5 working days for tenancy management cases, such as ongoing noise, neighbour nuisance or minor disputes.

Every case is different, so we will look at your individual circumstances.

Step 2

We Agree What Happens Next

If we investigate the case, we will agree an action plan with you. We will tell you:

  • Who is managing your case.
  • What we will do.
  • What we may need from you.
  • How and when we will keep in touch.

Step 3

We Investigate

We will gather the information we need and look at the evidence fairly.

This could include speaking to other residents, witnesses, the police, the council or other organisations.

We will handle your information sensitively and explain if any information needs to be shared. 

Step 4

We Agree The Right Action

What happens next will depend on the circumstances and the evidence available.

This could include support, mediation, written agreements, warnings or legal action in serious or ongoing cases.

We may also work with the police, local authority or other organisations.

We Close Your Case

We will speak to you before closing your case and explain the outcome.

Sometimes we may not be able to take further action. For example, there may not be enough evidence, or the behaviour may not meet the level needed for formal action.

Whatever happens, we will explain our decision to you.
